Good morning Convener, and thank you for the opportunity to speak to committee this morning about the Police Ethics, Conduct and Scrutiny Scotland Bill. This Bill embeds ethics into the legislative framework to ensure human front and centre of policing in Scotland. It paves the way to reforming how police conduct is dealt with and enhances the independent scrutiny of policing.
