The Scottish Government's Autumn Budget represents a significant turning point in meeting the needs of West Lothian’s residents, highlighting its commitment to fostering a fairer and more just society. This budget actively challenges harmful policies, especially the continuation of the two-child benefit cap and reductions to winter fuel payments, by implementing measures that focus on people and advancement.
By 2026, the Scottish Government will eliminate the two-child benefit cap, a policy that has unfairly restricted financial support for families. This progressive change is set to benefit approximately 950 families in West Lothian, offering them the resources they need to prosper. Angela Constance MSP stated, "Scrapping this cap is a moral imperative. The Scottish Government is stepping up where others have failed, prioritising fairness and giving children the best start in life."
Acknowledging the vital importance of nutritious meals, the budget now extends free school meals to all primary 6 and 7 students from low-income families, while the establishment of breakfast clubs aims to reduce food expenses and ensure that no child starts their day on an empty stomach. Additionally, with a £1 billion investment in early learning and childcare services, the Scottish Government is dedicated to enhancing access to quality education and ensuring fair wages for workers in this critical sector, reflecting a strong recognition of the sector's essential role in shaping Scotland's future. In a direct response to previous cuts, the Scottish Government is reinstating universal winter heating payments for pensioners. This measure will alleviate financial burdens during the coldest months and demonstrate a steadfast commitment to supporting the most vulnerable.
An additional £2 billion is allocated to NHS services, targeting reduced waiting times and enhanced healthcare facilities, including long Covid care. This significant investment underscores the Scottish Government’s dedication to ensuring timely and effective healthcare for all residents.
West Lothian Council will benefit from a portion of a record £15 billion funding allocation for local government. This allocation includes £1 billion extra and £300 million more than COSLA requested. The support will enhance essential services in education, social care, and public transport and ensure fair wages for public sector workers. Furthermore, the budget allocates £768 million specifically to provide 8,000 more affordable homes, reflecting a commitment to addressing the housing crisis. Angela Constance MSP emphasised, "This Budget is about action and accountability—correcting the missteps of previous policies and building a Scotland where everyone can thrive."
