Angela Constance MSP Raises Concerns Over Planning Appeal Decision for Mid Calder
Angela Constance MSP has expressed deep frustration and concern following a response from the Chief Reporter regarding the planning appeal decision for land east of New Calder Mill Road in Mid Calder (PPA-400-2136). The response confirms that West Lothian Council failed to highlight key local concerns, including the Mid Calder Local Place Plan and healthcare provision, during the appeal process. This is deeply disappointing given the consensus that East Calder Health Centre needs replaced yet population has been allowed to outstrip provision of local services.
Angela Constance MSP said:
“It is simply unacceptable that the council did not fully represent the concerns of local residents. The fact that the Mid Calder Local Place Plan was not raised and further more no concerns were raised in relation to local healthcare provision. This is shocking given that the council will know that the independent reporter can only base their decision on the evidence provided and everyone knows that East Calder Health Centre needs replaced and is under immense pressure due to growth in the local population. The council has failed to ensure that vital local issues were properly considered.”
In the response to correspondence from the MSP The Chief Reporter replied
“The Reporter asked both the council and the appellant to advise her if there had been any change of circumstances in the intervening period. Neither party drew her attention to the Mid Calder Local Place Plan. The Reporter can only reach conclusions based on the evidence placed before her.
“The council did not raise any concerns in relation to healthcare provision and did not seek a contribution from the developer in the event that the Reporter granted the appeal.”
While the council did secure contributions for education, affordable housing, cemetery provision, and active open space, it failed to act on key concerns that have been consistently raised by local residents.
Angela Constance MSP has reiterated her commitment to ensuring that constituents are not let down by poor coordination and has called for a more joined-up approach between the council, developers, and government agencies.
“I do not play political games and I am not interested in point scoring but I can not tolerate my constituents being caught in the middle of bureaucratic failings. Everyone involved in the planning process must work together to ensure that local people are at the heart of decision-making. I will continue to hold all parties to account and push for better coordination to secure the best outcomes for our community.”
